Literally all of Emp's haxes have a 5-D to High 1-B to 1-A potency. Emps resists plot Manipulation and Probably Manipulation.

Though given that the Doctor is also High 1-B, his resistances should hold up fine. That aside, tiering is not too reliable for the Doctor, since he has a history of beating entities of higher tiers, and routinely does so in his own franchise.

The Doctor is High 1-C. 11-D at max with all of his hax and resistances. The Emperor of Mankind is High 1-B, Infnite-D with all of his hax and resistances. The Doctor has 0 proof on his profile of being able to deal with 12-D and higher characters, which means saying they can deal with 12-D or higher characters is wank.
