EMH Captain America and Iron Man upgrades

I’m proposing “At Most” ratings for EMH Iron Man and Captain America downscaling from High 6-A (Edit: *5–B, EMH got upgraded) due to several showings of being comparable to Hulk/Thor-tier characters, similar to Avengers Assemble and Ultimate Cap.

Iron Man​

• Harmed Graviton. In the same episode he also harmed him with a Repulsor blast, making him scream in pain | “Breakout, Part 2"
• Harms the Executioner with a strike and then with an electric attack | “Acts of Vengeance"
• Takes a hit from a mind-controlled Hulk | "Some Assembly Required"
• Defeats Kang alongside Cap | “The Kang Dynasty”
• Withstands an attack from Radioactive Man who harmed Thor. Withstands a full power lightning blast from Thor | “The Casket of Ancient Winters"
• Withstands Thor’s full power, again | “Ultron-5"
• Takes hits from Ronan the Accuser | "Welcome to the Kree Empire"

Captain America​

• Takes hits from Iron Man (Cap scaling to Iron Man is already accepted)
• Harms Thor | "Living Legend"
• Defeats Kang alongside Iron Man | "The Kang Dynasty"
• Takes a blast from Ultron | “Ultron Unlimited”

This also upgrades Crimson Dynamo, who could also harm and withstand an attack from Thor in “Masters of Evil”.

This would imply that they’re barely thor level, which the evidence posted shows that they clearly are , why not just give them the full rating? Why are we afraid to put that on the profile?

Haven't watched the show in a while, but pretty sure they are also shown as not being quite on Thor's level. So an "At most" rating shows that they downscale but are still capable of holding their own
