Edd is bloodlusted because Team Rocket said that Eddy's head looks like a jigsaw puzzle piece and that his hairline looks like a pair of spaghetti noodles. Because of that, Edd wants to stand up for Eddy by putting up a fight with the trio

Edd's toon force is mostly just his regen, hammerspace and stretching his limbs

Alright. For the sake of not a stomp, I shall assume that Team Rocket's Pokemon are restricted for this match.

Both characters really can't hurt each other. Neither can output enough damage to overcome the other's durability. Edd's hammerspace does give him an advantage here, as he could likely pull any manner of thing from there (correct me if I'm wrong, I've never watched EE&E). And Team Rocket can sometimes be launched into the atmosphere from very little force being applied to them.

So, at the moment, my vote goes to the Double D high-diff

edd has more head on fighting than team rocket exept for meowth. meowth is the anchor of team rocket for this debate he can take down all of them because of durability and speed now they do out number edd does have some decent fighting experiance like he fought jimmy and got some decent damage on him that's the extent it goes to still more than jesse and james who double d can take down but double d will struggle with meowth because of pay day but double can get around that and take him down as well because of speed and he can tank the attacks because of his building level plus durability
