Potentially 2-B Zeno might hold some merit if there wasn’t a Zeno for every timeline meaning that when they say he rules over everything they just mean in the context of the 13 universes per timeline.
 
but it is clearly said that there is no limitation to his desires, so yes he can restore all DB cosmology, it is not necessary to be shown, it is said that the desires he can make there are no limits, he must scale with the cosmology.

We're not scaling a character to a feat Infinitely stronger than what they're shown based on a "no limits" statement. It's scarce evidence.
 
Hell, one would argue that Zen-Oh destroying the "future world" is not even a 2-C feat, ignoring the fact that the feat was accomplished through Existence Erasure. In order for this feat to qualify, Zen-Oh would have to had destroyed the "[space-time continuum] (the entire past, present and future of 3-dimensional space)" of the future world.

Evidently, however, the past of the future world still existed.
Don't even start with this, the time ring was erased, and it represented the very existence of the timeline.


Wasn't Zeno was stated to be able to destroy all the 12 universes in an instant?
 
there probably is at least a thousand alternate timelines because Bulma probably isn't the only one in the multiverse to make one, it's been stated by Beerus that it's strictly forbidden to use time machines which implies someone does mess around with time on occasion, 2-B cosmology does make sense due to the unknown amount of alternative timelines that do exist and in XenoVerse alternative timelines are a serious problem as well, so it fits the lore aspect
