I suppose, but they’ve observed his regeneration and hakai’s capability so it sounds kinda rhetorical, and Beerus (a guy who always seethes when underestimated) doesn’t object, and even Whis seems to indirectly affirm the notion by describing they would need a seal to handle Zamasu (like how Goku and co. needed one), which was specifically correlated to his immortality.

^Yeah, and not only that, Beerus there is probably referring to his timelines Zamasu, as the context of that conversation was him venting to Gowasu over him hakaing Zamasu failing to affect said Zamasu’s future. And as we know that version is Goku Black.
