Either way, when he does the Serious Punch he would feel the amount of effort he's putting into it. From there he can likely guess "Yeah if I went all out X would probably happen", in the same way you can guess that you'll only need to press on a can 2 or 3 times harder in order to crush it vertically.

I agree with what Xcano is saying.
Plus I'd think Saitama would have some grasp of his true power if he's able to control and manipulate it to the massive extents he does. To the point where anyone from a Wall level to a City level to a Planet level can survive an attack of his if he wants them to.
I doubt someone who has no idea how strong they actually are would be able to control their strength so much. However I wouldn't be surprised if OPM pulls something like that where not even Saitama knows the full extent of his power or something.

I'm sorry but no. It's just a regular mosquito in what's meant to be a simple gag scene.
Rating that bug as Planet level and Sub-Rel would be absurd and not very good for our reputation. It's like if we made a Star level rock profile from the time Goku was hurt by one.
