Does Garou scale to himself?

Saitama and Garou's Serious Punch² (a weird name since it's two Serious Punches, not a Serious Punch raised to the power of itself) is accepted on the Wiki to be at least 4-A and possibly 3-C. Since it happened before Saitama's limitless growth started accelerating, the Wiki considers pre-parallel timeline Saitama to scale to it in terms of both AP and durability. Seems legit.
But since the Serious Punch² could only happen as a result of Garou copying the full power of Saitama's Serious Punch, and Saitama rewrote the timeline before that point, the Wiki doesn't consider pre-parallel timeline Cosmic Fear Garou to scale to the feat. So far so good.
As a result, both pre-parallel timeline Garou and Blast can only be considered in the Wiki as... 4-A? Wait a minute.
Cosmic Garou doesn't have an independent 4-A feat to put him on that tier. The stated reason the Wiki puts him there is because he was able to scratch Saitama, who was able to survive the Serious Punch² and therefore... Has 4-A to possibly 3-C durability pre-parallel timeline.
Do you see the problem? The wiki scales Garou (and by extension Blast) to 4-A based on the same feat that scales him to possibly 3-C later. I don't see how that works. Either Garou scales to the feat and is possibly 3-C, or he doesn't scale and isn't 4-A. The wiki apparently put his profile in a superposition of scaling and not scaling to 4-A at the same time. How did this even happen? Is there some super obvious thing that I'm missing? Because it doesn't seem so right now.

Because that possibly 3-C is based on the assumption that Serious Punch Squared possibly reached another galaxy. However, we only solidly use the nearest visible star end, which is 4-A. Technically, nobody has a solid 3-C rating, they're all possibly. So it's 4-A across the board.
 
Plus what we know about Blast in the alternate timeline applies to him in the present timeline, because he received no power boosts. He was the "control group".
