You know I was gonna say this is a stomp, but after re-reading the profiles I gotta give this to Discord. Main reason being he outranges the "hell" (hue) out of GR, (Interplanetary vs. Tens of meters) so Discord could hit GR long before he ever gets in range. Plus Type 8 Immortality is kinda useless here since Discord doesn't like to kill. Eventually, Discord Transmutes, EE's, BFR's, Petrifies, Morality/Empathic Manips, etc. him and wins. Gonna vote Discord here.

Tens of meters is kinda wrong, considering that one time Ghost Rider used the penance stare on an entire planet.

GR resists transmutation and mind manipulation. Discord could potentially shove him through a portal though, and he doesn't need claws to do it (opened portals without his claws in the final episode)

Another thing is that the Stare seems to come out like a beam so if he tried to hit him that far away with it he could just snap it away.
