DIO should have power bestowal (Regenerationn and immortality type 3, also he can grant a weakness to the sun). He can give it by his blood, or just implanting cells in the body of someone

Also, in the second link you can see that this immortals can't die by stands like the hand or bad company (that could be a PIS, because The Hand technically should be able to erase they from the existance), and this "man" cannot die include if you brind up his body.

If that is accepted as a higher Regenerationn than mid-high, DIO should scale that... because that are his cells

Being ground up is still high-mid, though it is better than Straizo's feat so adding it to his regen explanation is worthwhile. The hand probably can't kill because it's too slow to erase him all before the regen kicks in.

I wouldn't call it Power Bestowal, pretty sure it's just biological manip as he's changing one's biology. But yeah the tnings you brought up are true regardless of what they fall under. Except the implanting the cell thing, what happened was Dio implanated a flesh bud and when Dio died the flesh bud went out of control and basically became a cancer of sorts, it's not something Dio can do manually for all we know.

I'm going to assume the hand not being able to kill is PIS or has to do with it only being able to erase small chunks at a time (AOE is only palm sized).

I prefer not to use anime only quotes, if it's in the manga than yeah, agree with it fully and it should be implemented right away but if it's anime only it's dubiously canon, especially given other anime only regen feats like Dio healing from ash.

Although you bringing this up does bring up a good point elsewhere, in that Dio has planetary body control, he can control his cells from across the planet. And his cells instantly go awole the moment Dio dies across the planet, confirming a connection.

In the manga the last quote is not said, it simply says that he has no way to kill his father, no matter how much he tried
