So this is something that needs to be fixed right now. Currently, we have the "3x" rule for Digimon inherited skills. Without the limit and regulations, we would have every Digimon with countless abilities due to them canonically having multiple pre-evos and evolutions. And restricting it only to those shown in the show is equally incorrect as it blatantly ignores the other canon from the games and card games. However, the issue is there comes some problem with certain abilities.
Clockmon's Chrono Breaker
So we all know Clockmon has a blatant feat of time stopping Immeasurable beings. However, I am not truly comfortable with assuming EVERYONE who inherits Clockmon's Chrono Breaker should have this potency. Only those of the Clockmon species and Top Tiers at most should have this potency. For everyone else, they should simply have Time Stop and Time Erasure.
Dark Area Existent Evos
Another thing that needs changing is the resistances gained from evolving from a Dark Area native. Digimon who do this should NOT have a "possibly Infinite" rating on their speed nor have a "Resistance to Existence Erasure" on their file as these things come with Dark Area Digimon Physiology. Something that existent evos lose upon digivolution.
Angel Digimon Evos
The same applies here. Angel Digimon consistently keep pace and combat DA natives as part of their job and as such they have the Infinite speed rating. However, non-Angel evolutions should not have this speed as at this point, said angel is simply a Digimon who they inherit skills from.
Cyber Sleuth, Hacker's Memory and Linkz
So this is something I cannot decide alone, and that is how to handle these 3 games and their evolutions. The issue here is that, all their evolutions for the the Digimon present are all copy and pasted, yet they still count as 3 separate games. So the issue is whether we count them altogether as "1 canon appearance", or count all of them as 3 separate appearances. I want to know our thoughts on this one.

EDIT: New additions
Dorugamon Downgrade
These guys are 4-B via scaling to Ultimate Digimon due to being called a "heavyweight". This doesn't mean that he's on the level of Ultimate Digimon, but moreso that he's likely at the peak of Champion level Digimon power. As such he and those who scale are to be downgraded to "At least 6-B".
Super Appmon Downgrade
So currently Super Appmon are 6-C via this calc. However, I do not believe CAPE was ever factored in with this calc. As such this calc needs to be edited to fit within our new standards and thus will likely lead to downgrades.

Rules on Inherited Skills
To restate the rules for inherited skills:
- For Digimon who have appeared multiple times, for them to inherit skills from a pre evo that pre-evo must have appeared in their evolution line at least 3x. This is in order to prevent the usage of every single evolution under the sun despite them all being canon. This would just create a mess.
- A Digimon's first pre-evo(s) from their reveal will always be counted as canon as even before new evolutions appeared, these were the only canon evolution methods for these Digimon. Ex, DemiMeramon to Vorvomon.
- If this pre-evolution is the ONLY pre-evolution a Digimon has, it will be counted. This is self-explanatory.
- Outlandish and completely inconsistent/nonsensical evolutions will not be counted. For example, Lucemon Falldown Mode -> Daemon or ZeedMillenniummon -> Barbamon. This eliminates potential contradictions like Angemon and Devimon obtaining all the power of Kid Lucemon, including the powers from their future evolutions.
