This is going to be pretty simple.
Wulf's claws are capable of cutting through space to reach different dimensions. This allows him to go from the Ghost Zone to the Human World. However there is more to this and I'll explain. In season 3, episode 2, "Infinite Realms", Frosbite explains that the Ghost Zone is constantly shifting in time, and portals open up in many different periods in time and we get a shot of this. This means in order for Wulf to reach Danny's time period like he consistently does, his claws would need to cut through space and time (Making them 4-D cutters) since he'd end up in random time periods if he didn't. This information should be added to his profile, and he should gain Time Travel since he's reaching a specific time period.
