There really is no scan to provide. It's not even slightly hinted at that the two couldn't use magic. It's basically a random lie thrown into the page.

Calling it a lie is pretty damn harsh when it could simply be a mistake on the part of whoever wrote it. Especially since the whole purpose of that statement is to show that he is some what comparable to them. Lying about that would only be counter intuitive
