Utsuro pretty much outlast. Nobu nobu will continue to blow him up with her barrages, he regens, continue until Nobu runs out of mana or Utsuro gives up, something i doubt will happen.

Well, she can use her RM to weakened his regen to High-Mid.

High-Mid is already enought to handle what she can dish out while his regen is actually Mid-High which is well beyond what she can handle. Unless he gets caught in her Papiyas and she decides to eat his soul (which is not really combat applicable and ooc) after reducing him to bloody pieces, she can't actually put him down.
