......Hard to say.

Izuku has more AP, but the flash can fire off lightning bolts and become intangible(granted, he rarely uses his intag).

On the other hand, Izuku is basically useless after he destroys his own body, so he probably won't go all out.

Since you gave Midoriya prep, I can assume he also gets intel...which turns this battle into a win on his part.
