Pretty quickly I guess, he absorbs all the oxygen in an area causing people around him to suffocate. Even against Luffy who can quickly adapt to oxygen shortages was taken out in a few moments.

I see, but his profile states that most of his abilities' range are several meters. In this battle, both combatants are 50 meters apart, so he must need to get close enough for oxygen depravation to reach jokertu.

Depend of how the Non Physical Interaction works, but most of times yes, because it usually are characters who can touch the soul of the opponents
