I just realized that 47's AP is higher with preparation, so he'd also scale above Hit.
47 was prepared to take out Layla, but can still be one-shot by her.
This means 47 would be Low 2-C, and Layla would be at least Low 2-C, at least 2-C over time.

Zeno is tier 0 because he is the omniking which means king of all, which means all things, which includes the tiering system. The Xeno characters are tier -1 to -infinity due to being above Zeno. DBS is also stated to be "beyond our imagination" on a poster so that means it includes tiering as a whole, beyond the tiering system DB.
