She has higher hp, for sure. Looking at the wiki:

-Pirate Queen Sabre does 160-320
-Pirate Queen Cutlass does 160-320
-Bomb Spin does 160
-Pirate Kick does 160 with the right leg, left leg can deal up to 550, but averages much lower.

-The impact of Thor's hammer does 250-500, and the explosion does 240

She can attack with multiple parts of her body + the bombs whereas Thor can only attack with the hammer and lightning so it makes sense I guess.
