So what? Just because Monika has "no reason to use her powers" by no means makes it an incap. It's not even an inconclusive and it still is a "matter of time" because she can still act, and once CH shows even the slightest hostility, CH is screwed.

CH can incap in order to win. That's how SBA works. Complain to admins about it, not me. CH could also guilt her into suicide since that's basically how she died in canon.

Monika only guilts herself into suicide because she was in love with the protagonist and the protagonist essentially rejects her, not because she was bullied to submission.

Why would Monika fall in love with CH if she is already in love with the darn protagonist dude.
