I would say Chopper.
Chopper takes advantage of many rumble Ball, he can change into more than a half of dozen form, which allows him becom flexility in combat, such as defensive, offensive, movement, and so on. He is even able to control monster form that is so powerful.

Post TS he doesn't need the Rumble Balls. Only Monster Point requires it.
