In Ch. 734, Bastille says that Cavendish's alter-ego Hakuba is 2x stronger than Cavendish normally is, but there had been some uncertainty about it due to the Viz's official translation of the statement: "And Hakuba's twice the fighter he is." However, a direct translation of the Ch. 734 Raws says "Hakuba is twice as strong...!!!" (ÒâÅÒé»ÒâÉ Òü»Òüò ÒéëÒü½ÒüØÒü«ÕÇìÕ╝À Òüä…!!!) In the spoiler thread for this chapter on Oro Jackson, the spoilers said the same "Cavendish is a genius swordsman to begin with, and Hakuba is twice as strong as Cave." And there's also this.
Cavendish is currently At least Small City level, higher as Hakuba. So due to the 2x multiplier, Hakuba should be upgraded to City level. His feats in the manga supports this. He easily defeated a bunch of Low 7-B characters in Block D, one-shot Dellinger (another Low 7-B), and Gladius (another Low 7-B) was terrified of him.
Robin would also scale to this since she subdued Hakuba. She would now be At least City level, likely Mountain level.
