Alright, I'll try and pitch in my opinion, pulling the trigger of a gun to get a hit takes much less time than getting enough rotational energy / torque to deal damage with a sword, giving Billy a somewhat noticable speed and range advantage. Even in close range, which will be difficult to get to from long range, Bushi would have to go through the process of swinging or thrusting his sword to attack, while Billy just needs to point and pull a trigger. Plus, a bullet would have less total surface area compared to a sword... Though that depends on the bullet and you know what just Incon FRA
