Can you get the AP of an explosion from the number of Fatalities?

In the Psi-Ops: The Mindgate Conspiracy verse, Marlene Kessler generated enough energy that was stated that even when the explosion was contained would destroy multiple city blocks. It was stated that if it wasn't contained, the fallout would kill millions. Can you get an AP for that explosion based on that?.

The million people is for fallout, not the explosion, so there's not really a good way to calc it. You can probably scale it to being well above Little Boy since the fallout of that only killed 90,000-130,000 in the first four months, but if this is a particularly "dirty" explosion it could still go into the millions while being explosively weaker than little boy.
