Can Nurgle be strengthened from metaphysical aspects?

Beings refers only to living things or to any other entity in 40k?

I don't think it matters about the being, it is more so the actual process of decay and such. Metaphysical Aspects in Warhammer can decay or die so yes he will be strengthened by that.

Seeing as he's the setting's abstract embodiment of death, decay and renewal, yes. Even Daemons can die after all.
