Some characters that can rip souls out don't have the ability to touch non-corporeals. You'd have to make a general thread to give Rinnegan users that ability.

Can Naruto touch Non-Corporeal Characters?

dude Naruto and Toneri are the only ones with CHakra cloaks like that.

One could easily say "Prove he can touch souls other than his own" and destroy your argument. Nagato can touch other souls specifically due to his rinnegan. Suggesting Naruto can do the same just because he resisted his own getting snatched is non sequitur.Wrath Of Itachi said:

Given that 'touching the sage' took place in his subconsciousness, that means his physical body didn't touch the Sage. He was lying in a coma when Hagaromo gave him the power-up.

Kurama trys chakra will is pushed onto naruto in their fight and on the outside world naruto's body is transforming.
Second one is when naruto beats kurama and takes his chakra. Naruto in his mind and outside had KCM turned on.

the only people that should it tbh are rinnegan users, chakra mode users and people who have the applications to touch souls if they have the ability to use chakra in such way. For example Itachi who could seal Souls with Totsuka blade which is chakra
or are stated to have a specific power that allows them to see and interact with SOuls for instance Boruto since he has the power of the Otsutsuki

So basically, every Uchiha with a susanoo, every jinchuuriki, and Orochimaru has resistance to soul ripping too. Possibly scales to the other sannin as well (which pretty much scales to everyone above Part 1 Orochimaru)

Toneri and Naruto are the only ones with chakra cloaks like that. That chakra that naruto has is the only cloak in ther series that has shown to be able to touch a soul because it is constantly giving of chakra around the body. The same charka cloak that TOneri has.

Hagoromo created the souls and bodies of the Bijuu through the chakra of Juubi. It is already shown in the Classic, with those invocations of Tayuya (eating a part of the chakra in Shikamaru's hand, without affecting it physically) and the invocations that Hagoromo (made of pure chackra) made to bring the Kages of the Pure Land, that the chakra connects the astral and physical world and is also the composition of the soul.

Toneri was able to reach his hand into Hinata's body just like Naruto. He gets the same markings from his ancestors.
THe cloaks both originated from the same place. THe shinju fruit. which is why they have similar markings
Also jinchuuriki's cloaks are not like Naruto's. Jin's cloaks whole body starts to change in the process. They dont even share the same ability as Naruto in KCM
