Speed should be equalized, but even with that, Lee can't do anything about timestop and he isn't able to see or touch SP.
 
So. voting jotaro.

Lee can't bypass SP and he can't even really get close to jotaro wtihout Sp immediately sending him flying in another direction....unless he uses eight gates..which jotaro can just spam timestop to deal with lee having a speed advantange

Never seen Naruto but the fact the other fighter lacks A. Ability to see SP and B. ability to move in TS seems like a pretty huge disadvantage.
 
Lee has the speed advantages with his gates (speed amps dont get =)

But Like Speed doesn't mean much when your opponent can stop time and punch a hole in your body.

Jotaro should take this.

Exactly. Only way I can see this being remotely in lee's favor is if time-stop was just flat-out revoked.
