The Government didn't treat Buggy as a joke even before they knew of his past, they treated him with the same regard as Krieg and Arlong, he took hits from Luffy even if he was casual yeah he's a joke but he still has feats scaling to them.

Funny enough, Buggy wasn't beaten up in that fight, like Don Krieg or Cat Butler. Buggy was just launched after being forced into small size.

That's sort of what I'm getting it at, even after taking attacks from Luffy he does actually get up from them unharmed even with the Buggy Ball,Luffy himself scales decently above 8.52 Tons so it's weird that Buggy would be so massivel inferior when nothing really suggests that.

Although I have to ask if Khan's Regenerationn is practically limitless unless you overpower it (which is self explanatory) base off this " is the most minor shit, it's literally "eh i feel peckish ig". Implies nothing" then there isn't a likely wincon available for Buggy since his only method of attack are slashes and cuts since she matches Buggy in pretty much everything except AP which you state is irrelevant but yeah from what I can tell that means Buggy has no way of permanently harming her thus a stomp.
