I've thought of a simple scenario of how this fight gets started.

Brook walks up to Weiss and asks if he can see her panties.

By the look of things, Brook through greatly superior speed and freezing ability.

Both of them are practically up close and they're both in the streets

This is very one-sided.

Weiss is a midranged caster-type fighter who is slower (hypersonic+ w/ HHS reactions vs HHS w/ MHS reactions), has no way to put down Rook (City-Block Level durability) and her opponent has durability-ignoring via freezing.

Weiss' glyphs and dust attacks take a short amount of time to use as she has to turn the canister or cast the glyphs, her opponent being very much faster makes it so she doesn't get a chance to do anything.
