Also, remember that Rayquaza's been upgraded to >>>> .27 c, I just didn't get to him yet. Just look at Mewtwo's page to get an idea.
 
Ooh. Tricky tricky. Now, personally, I think this would be a hard fought battle for both sides, but there are several reasons why I think Lord Boros would be able to pull off with a win here.

First off, since speed isn't equalized here, this means that Lord Boros can likely blitz Rayquaza due to being Relativistic over Rayquaza's Sub-Relativistic speed. (Which is a bit silly, considering you managed to boost all of the regular high level Pokemon to Relativistic due to that feat with Poliwrath. Might wanna look into that, Cal.)

And second, while Rayquaza has a great many moves in his arsenal, meaning he easily takes the versatility edge over Boros, I'm not sure if any of them could put down due to his High-Mid Regenerationn. Keep in mind that even Saitama's punches couldn't put him down for long, as he was able to reform from pure vapor. So, on the off chance that Rayquaza ca hit Boros, he could probably shrug it off and keep attacking.

So, due to a higher speed and an excellent Regenerationn factor, my vote goes to the planet buster.

Ok, and he's also resistant to fighting type moves as well as being able to reduce Boros' stats. He's not going to be that phased by boros.
 
For the sake of the match, I upgraded Raqyaza's speed before I got to the rest of Gen III, but I'll get to them later today.
 
Boros just needs to survive 10 hits to win, though. Although he might be ****** if Rayquaza doesn't have Life Orb as a held item.
 
@Jobbo that's not going to help when he's fighting someone that's unfazed by fighting attacks.
 
@Glass. The Life Orb, if Rayquaza was holding it, would boost the power of the dragon's attacks and in exchange, it would take 1/10 of Rayquaza's health each attack. Which is why he was saying that Rayquaza'd lose if Boros took ten hits. Rayquaza isn't holding the Life Orb though.
 
I don't see how Boros is getting by the fighting move resistance on top of draining his stamina fast with meteoric burst.

You might be recalling wrong. There's no calc associated with their current speed ratings.
