Battle takes place at Marineford.

Sam Star's speed is equal to Boa Hancock's.

Sam wears a water helmet.

Who would win and why?

couldn't it be possible that she falls to Boa's devil fruit ability? I mean, the entire village filled with women have and so have men, I don't think this woman(?) is any different. If not then Boa would still win with battle experience, though it doesn't make sense since Sam Star has unknown durability, so we don't know how much we can take per say.
 
I would say Boa, due to her having all 3 Haki and her Devil Fruit abilities, which would give her a massive edge in terms of hax, which Sam Star doesn't have, if at all.

In addition, Boa has an edge in terms of combat experience and comparable striking strength.
 
Consideing thet Sam is still at the size of a few centimeters and can`t breath air... Hancock stomps, unless Sam is deep enought in the water... (so Hancock can`t do much without drowning) which would lead to an inconclusive.
