No, it's specifically a flaw in Quincy techniques. They don't have a general resistance to sealing, they have a resistence to QUINCIES sealing away their power.

It's not a flaw of their technique,it's becasue they lack anti bodies against hollow powers which i already explained. So it doesn't matter if their quincy or not if you don't have anti bodies you cant take their powers.
