Helryx should be downgraded to City level. She is not comparable to Axonn and Brutaka. Just because she's the leader of the Order of Mata Nui doesn't necessarily mean she's stronger.

Resizing/Retiering the GSR
Unfortunately for Farshtey's height of 40 million feet, it's too big, and makes the Island of Mata Nui only fit the nose of the Great Spirit Robot when visually the island is supposed to be the entire face. This is what Mata Nui looks like with on top of the GSR with respect to that height...vsbattles.com

I think I disagree that this implies it nerfs the nova blasts. I think this simply implies the domes contain the Nova blasts so they don't effect as wide of an area.Greg stated that the Great Spirit Robot weakens all Nova Blasts used within it and that ones used outside it are much stronger.
The language "there are safeguards to protect other domes from a Nova blast" implies that the dome the Nova blast is used in doesn't receive any additional protection from the blast.
Like setting off a nuke inside an impenetrable box. The nuke isn't nerfed, it's just it can't effect anything outside the box.
