Nicol seems to have better Regen (Mid-Godly Bill Isn't useful in combat), and he can negate Regenerationn, erase from existence and shatter minds, as well as being resistant to Mind Manipulation, Reality Warping, Time Manipulation and Soul Manipulation. Outside of that, it seems like Bolas can do anything Bill can do, but better, so I'm going with him.

Yeah, Fate is right, Bolas seems to have a bit too many advantages. Like, can Bill even win at all? Judging from the Homura thread, mindhax is out of the question, and he can't put down a mid-godly regenerator
