the downgrade was SUPER flawed. the whole "the aliens don't have feats" thing was so wrong, the aliens were the ONLY thing keeping the space time continuum together. also go on the character stat wiki and see the downgrade debunked.
 
and since there 7-11D, they stomp any 6-10D, making them AT LEAST high 2-A. (considering the fact that the NIGH OMNIPOTENT time baby is included) yeah, we need restricted cipher.
 
ok, but still, 7-11D bill/ 1-C bill is still a thing. its from the CANON journals.

but still, bolas if restricted, and bill if unrestricted

Nicol seems to have better Regen (Mid-Godly Bill Isn't useful in combat), and he can negate Regenerationn, erase from existence and shatter minds, as well as being resistant to Mind Manipulation, Reality Warping, Time Manipulation and Soul Manipulation. Outside of that, it seems like Bolas can do anything Bill can do, but better, so I'm going with him.

Bolas easily wins. This should be closed lest Bill gets a stompish loss.
 
Yeah, Fate is right, Bolas seems to have a bit too many advantages. Like, can Bill even win at all? Judging from the Homura thread, mindhax is out of the question, and he can't put down a mid-godly regenerator
