Lugia: maybe 5-C/B, created a planetary storm in seconds.
Rayquaza: Stronger than Lugia.
Deoxys: comparable to Rayquaza
Groudon: likely Low 5-B, he almost broke the planet into two parts. Kyogre is stronger than him.
Mewtwo, Regigigas, Lunala: Moon level, maybe more if you calculate
Dialga: embodiment of time, so Low 2-C. I'm not sure about Palkia, is he low2-C too?
