Alright, so here's what I'm seeing.

The Downstreamers, while far more of an even match for Bessa than Death was, still don't have a means of combating Plot, Fate and Life/Death Manipulation. Being omnipresent, Bessa can more or less just spin a scenario in which their entire race is eliminated at once no matter where each individual being is.

Them having High-Godly regen and (presumably) existing on the same plane as Bessa wouldn't change this. Both are true of the Crimson King's true form, and yet Gan (who Bessa is comparable to in power) was still capable of locking him out of creation and limiting his abilities and influence. The only reason this act didn't completely stop Dis was most likely due to the latter not only being Omnipresent (he's the embodiment of a concept, just like them), but also having his own Plot, Fate and Death Manipulation powers which he was able to use in order to fight back. It's even outright stated that he can set in motion 'a powerful anti-ka' which can oppose fate. The Downstreamers don't have any of this going for them.

So yeah, I still think Bessa takes this.

(P.S.: Yes, the Crimson King is omnipresent with High-Godly regen now. Me, Aeyu and Ever were working on fixing what was missing from his page last night, and those happened to be things which he has genuine feats for.)

Gonna go with Bessa due to MrKing's reasoning, as well as having made Bessa's page and remade the Downstreamers' page. (so I have a good, objective idea of both of their respective abilities, and this is despite the Downstreamers being possibly my favorite High 1-B)
