I don't think so. Mana governs/permeates all of life and Mana users get law manipulation as a bonus due to manipulating a lawless power. Besides X recreated the Universe with it's specific laws of physics
I don't know but I think it's more like, they govern a fundamental part of reality/life(law manipulation) while mana is lawless itself. So it governs reality while being lawless itself.

Disagree with all of this, i just checked Annihilarg profile, all the feats was just creation, you don't resist creation, and just because it can cause "the universe" to explode, doesn't mean somehow that explosion including all these abilities, especially all these abilities is only creation feats. This is the same as saying character A survive his universe's destruction, but the universe have physics and law, etc.... so he resists physics and law, etc... it is a huge leap in logic that have no ground
Annihilarg can set different law of physics that's why it got law manip and physics manip also it can destroy them as well, and Reality warping (we are not including life manip only)

also again, survive the destruction of the universe, or multiverse, or whatever it is is Durability feat, you need to prove that the feat in question also destroy law and physics and it can affect the target in question, otherwise it is completely assumption and headcanon argument
Starbeard confirmed that the Universe and everything in it was destroyed including it's specific laws of physics. And also all the above mentioned abilities are part of the creation explosion. When get hit by a truck, you also get hit with it's cargo.
