This is going to come down to a fight between Issei and Luffy, they're the only ones here who are even comparable.

So why are Luffy and Issei neck to neck.

Because out of the five theyre the only ones who are comparable in power, capping at Island level. Tatsumi caps at Mountain level, Mereum caps at Large Town level, and Black Star caps at Multi-City Block level.
