Not really seeing any way for The Authority to win (if there is pls correct), so I'll vote for the Water Bear. Plus, Water Bear is immensley resilient to natural forces while the authority is the exact opposite.

Inconclusive. Unless I'm mistaken, Water Bear is too small for Authority to damage, but it is also too small to damage him, and wind would be outside help.
