Base Toneri Revision

On Toneri's page his base stat is written as ""City level (Made a huge explosion with a casual attack that made a nuke in the moon)."" Here I did a calculation for that attack which resuted in Small Country level. I understand the reasoning why this may not directly scale to Toneri's base stat. But at the same time I fail to understand how he can be rated as City level for an attack that I just proved to be Small Country level.

Again, I am not saying base Toneri needs an upgrade. I am saying he needs a revision. If the attack directly doesn't scale to his AP then we gotta find some other feat to calc or powerscaling for his base stats. He just cant stay at ""City level (Made a huge explosion with a casual attack that made a nuke in the moon).""

I will place him at unknown for know since i don't think he has any notable feats at base mode.

Base "The Last" Naruto could need his own section

It is correct and yeah Naruto needs another key ,( i brought this matter some months ago and the result was me having a 100 messages discusion with a dude who didn't believe current base naruto should be city level in attack potency)
