Tier 4 is massively more consistent and correct with what the set of Kanji describes. Like massively more consistent, Tier 5 and below literally requires you to discard the commonly used meaning and instead insert a much less likely and uncommonly used metaphor when the statement itself doesn't use that metaphorical wording, but rather uses direct wording instead.
Tier 5 is the absolute lowest end the statement can logically be interpreted to without dishonesty/ignorance, Tier 4 is the most likely and consistent interpretation and Tier 2 is the highest end interpretation you can logically grant.

Tier 2 definitely but saying tier 4 is an outlier would be massive cope considering there's already tier 4 shit and gremmys feat being in same tier (no galaxy was created in anime) which would also make it not an outlier anymore .
