Talking about the anime, as we already know there will be new fights and extended/more elaborate fights. For example if the result doesn't change, only the way it happens changes would the manga/anime have the same canon? Without seeing any separation between the two but only complementations or a separation of both would have to be made.

It is after all generally 5-10x, means for some it could be way more or less
And you can’t convince me that Yama with the most powerful Zanpakuto and Thousands of years of Mastery over it hasnt mastered his bankai for it to be 10x

If the criteria really is just strength and mastery some obvious ones like Yama and Ichibei should have the full 10x for being known as having the pinnacle of Bankai mastery and the oldest Zanpakuto respectively.
you might even be able to argue for other ones like Sasakibe who have direct compliments from Yama for their Bankai mastery. Might be harder to argue for people like Ichigo though.
