Going off the way his clothes are fluttering, he likely would've been hit if he hadn't moved. Unfortunately it's a turbo outlier, regardless of how you scale Bleach speed, so it isn't really useful.
Like if we go by the VSBW pages and stats, it's an outlier because it's one feat that is literally infinitely higher than anything anyone else has ever done. On the other hand, if we go by a wanked perspective, it's still literally infinitely higher than any other feat. Infinite speed is infinitely higher than both rel and MFTL.
