I doubt they are going to release a faction leader that fast, except Veneto, Bismarck, Nagato and Elizabeth. But now faction leader from Sakura is not Nagato anymore, it is Yamato, and according to CN original script, Iowa possibly have the highest ranking in Eagle Union Navy, as New Jersey apparently need her support to go back to Commander side while abandon her post at North Atlantic, mean Iowa is faction leader in a sense.
