Dragons in Dragon Maid can't harm characters with holy clothing/armor. If Aqua herself is holy then Tohru literally can't do anything to her.

Coming back to this now that Tohru can actually harm holy characters with physical blows. Aqua in this key doesn't seem to have a counter to Tohru opening a portal underneath her-- simply dropping her into the dragon world and being done with it like that.
Yes she does resist BFR but that looks to be only if it's done by teleporting her somewhere as opposed to dropping her into a portal.

In her goddess form she can. But this is her Mortal Form, as stated in the OP.
Aqua's not the most mobile target, though. Nor the most intelligent. If Tohru opens a portal beneath her or in front of her while she's running she's likely to accidentally trip or run right into it

But she isn't stupid, however. As stated she was the guide for Kazuma and co. for some time, so it's not like she's completely helpless.
