Phoenix best hax would be her telepathy that lets her know the thoughts of others, and her regen is pretty decent, with these advantages she could land the killing hax first and win so she takes my vote.

Amitabha is the largest 3D character (before STTGL/Super Granzeboma, Super Shenron and the marble alien) however he wouldn't be able to see her since she's less than a planck length and may as well be invisible to him unless he has some kind of enhance senses that lets him perceive anything at any size.

Well he's a Touhou god, who are kinda omnipresent, consciousness-wise. His big size is really just a physical manifestation. I don't think that would be an issue, considering that many gods can see and interact with people all over the multiverse despite lacking a physical form.

Moreover, someone that big can just...slap the air and hit literally everything.

You may want to equalize speed. And does his size somehow prevents Phoenix's telepathy to alert her in order to teleport away/time travel or to just attack him first.
