Well Altair can create copies of her to fight with, and she can also predict Sailor Moon's attack with precog.

I know that Sailor Moon has a resistance to basic Power Nullification, but because Altair's is an application of her Plot Manipulation which Sailor Moon doesn't have a resistance to, that might be effective. If it is effective, it's pretty much GG.

That coupled with the regenerative abilities Altair has means that Sailor Moon really won't be able to do but so much to put her down permanently.

Another thing to think about is that if SM can be affected by Plot Manipulation, then Altair could remove one or more plot points from SM's story, or even reset her back to before any plot twists in her story.

Mhm. The main trouble that SM would have against Altair in general is the fact that Altair can alter the plot and story. If she has no way to prevent that, then Altair wins without a doubt.
