Altair vs Chaos (Castlevania)

If he's 2-C as a Concept then why is he tiered as Low 2-C?? This is extremely contradictory considering Type 2 Concepts transcend and govern the level of reality and if Castlevania is a 2-C as a verse with Chaos being a Type 2 Concept, then he'll be 2-C easily.
No. NLF here would be if Chaos as a 2-C were to fight Altair and I said she can copy or affect him. She won't be able to do anything to him nor copy him or his abilities since they're above her tier. However, they're both on the same tier. They're both Type 1 Abstracts and have 4D powers. Altair has a Plot Based Power Mimicry. Nothing suggests or states in the wiki that Type 2 Concept cannot be copied by another Abstract from the very same tier.

Problem with upgrading him to 2-C is that the primary autority on CV disagrees with 2-C, even though there are actual 2-C feats.
Anyways, if she is going to be High 2-A and getting more stuff like Acausality type 5, then this is a mismatch and the thread should be nuked, sorry if i came of as condescending earlier
