No, Midoriya has never done anything on All Mights level as of now. Sick All Might is low 7-C compared to Midoriya's strongest attack ( 8-A albeit it's likely on a very high end of the tier. ) Prime All Might is even stronger.

Didnt Midoriya recently attack with 100% of One for All? Against that Giant Monster? I think it was in Chapter 158 or so. But if not, than this really is a featless fight and not really viable.

Against Kai? Yes he used 100% against Kai however Kai himself is only 8-A. All Might is still way above him.
