Not going 100% and Holding Back...if he were going his full power just movement would cause wind storms not even prime.

I feel it's plausible since he's a hero and doesnt want to destroy everything. But jesus One for All is getting crazy. How much did All Might have to train to endure that power from the start.

Actually idk if I've even seen it before. 15% could perform all might's past feats and that wasnt even prime. Shxt I'm falling for this manga writer Im telling you. 2nd to Oda favorites from shounen jump.
