This should be the case because "Large Building Level" was based on the size of one of the monsters Fern fought. I think that stupid.

1. These guys are living concepts

2. There's been statements that some of these beings are higher dimensional

3. Based on size scaling is idiotic in general

So they should stay unknown unless we have something authentic to scale them off.

I mean it depends. Since the verse has a clear reference of countless higher dimensions, layers MIGHT be reffering to higher dimensions. Hence, "possibly"

Layers might be that but it's actually different ways zones can be perceived from my conclusion. Although it's quite ambiguous at the moment so we shouldn't delve too deep.
